Special driving licence

How you can get one?

There is a specific procedure to be followed in order to obtain one of the special licences available:
1. Recognition of suitability to drive
In order to achieve his or her suitability to drive, the disabled person has to undergo an examination by Local Medical Board (there is at least one in each province). It is possible to make an appointment for the suitability examination with the secretary's office of the Medical Board for drivers' licences by submitting a medical certificate drafted on the special form which has to be completed and an identity document. At the time of the examination the disabled person may exhibit additional clinical documentation (provided same is issued by a rehabilitation centre or by a specialist in the invalidating disease concerned) and may be accompanied, at the person's own expense, by a physician of his choice. If the Board has any doubts as to the suitability of the person concerned, a practical driving test will be carried out using a vehicle 'adapted on the basis of the special requirements'. The certificate of suitability issued by the Local Medical Board is valid for 90 days. The certificate of suitability indicates what devices the disabled person will have to apply to his or her motor car. These will also be indicated on the provisional licence and on the driver's licence.

To submit an appeal
The candidate may only by judged as unsuitable by Local Medical Board after the medical examination and the driving test. If the candidate feels that examination he underwent was insufficient, he may abstain from signing the report of examination. He may also submit and appeal and ask to undergo another examination. The appeal must be sent in within 30 days from the refusal by registered mail with return of receipt. The document notifying refusal, properly completed (this must be requested immediately after examination by Local Medical Board) must be enclosed and the appeal must be sent to: Ministero dei Trasporti MOT 5 - Via Giuseppe Caraci, 36 - 11157, Rome. The applicant will subsequently be contacted by the General Management of the M.C.T.C. and informed of the date and place of the new examination. Again for the new examination the disabled person will be entitled to be accompanied, at his own expense, by a physician of his choice.





2. The driving test
After obtaining recognition of his suitability for driving and a provisional licence, the disabled person can prepare for the written and practical tests. During the practical test on the modified vehicle, the technician appointed by the Driver and Vehicle Licensing Centre may confirm the adaptations envisaged or add others. The special licence will indicate the final adaptations that the disabled person has to install in his motor car. Testing of the adapted vehicles is carried out by the Driver and Vehicle Licensing Centre at the workshop where the adaptation of the vehicle was carried out.





3. Renewal
Special licences last for 5 years, however this period of time is often shortened. The Provincial Medical Board must be contacted at least 90 days before expiry of the driver's licence. In applying for an appointment for the examination to confirm suitability the medical certificate drafted on the specific form and a copy of the current licence must be attached.





Test drive
The disabled person who wants to obtain a special driving license can ask either for a check-up or for a practical test drive in all Mobility Centres.
